Tournament Regulations

If the texts in the languages of the regulations should differ, the regulations of the French text will apply.

·       Registration:

All chess clubs active in the Brussels-Capital Region can take part in the tournament.

The participating clubs must be affiliated to the Belgian Chess Federation for 2024-2025.

All players taking part to the tournament must be affiliated to the club they represent.

(Exceptions may be granted on short notice by the arbiter, for example to allow forming a mixed team in the case of incomplete teams due to last minute absence)

 

The players taking part to the tournament must have a FIDE ID before the start of the tournament. Belgian affiliated players without FIDE-ID will receive a FIDE-ID after the homologation of the tournament.

 

Each club can register several teams in the tournament.

Each team shall be made up of four players. Each team may have a captain, who may also be one of the players. The captain is responsible for all administrative matters.

The line-ups of the teams have to be communicated until 15 January 2025.

 

After that date, the line-ups of the teams communicated cannot be changed, except in exceptional cases to be communicated as soon as possible by e-mail to Johannes Bertram (johbertram@gmx.de).

No changes in the line-ups will be admitted after 10h00 on 19 January 2025.

·       Time control:

5’ + 3’’ bonus for each move starting from move 1 (Bronstein)

·       Default time: 5’

·       Pairing system: Swiss Dutch. The pairings are made with Swiss Manager

·       Team composition and initial ranking:

Each round is played on four boards.

Every club is free to distribute their players among various teams. Within every team, the following rules apply.

A team’s players must play all their games on the respective four boards strictly in accordance with the order which has been indicated by the club in advance of the tournament. The players must be ordered in descending order of ELO rating (the player with highest ELO rating plays on the first board, the player with the second highest ELO rating plays on the second board, the player with the third highest ELO rating plays on the third board, the player with the lowest ELO rating plays on the fourth board). In case of two or more players of the same team having the same rating, the club can choose to order these players as preferred. Once this choice has been done and officially communicated in advance of the tournament, the communicated order of the players in the team shall remain the same during the whole tournament.

For the players’ rating, the following ELO ratings will be considered: 1) latest available FIDE-BLITZ rating; 2) if 1) is not available, latest available FIDE-STANDARD rating; 3) if 1) and 2) are not available, latest available Belgian rating. 4) if 1, 2) and 3) are not available, the rating of the player is set equal to zero (0). The initial ranking of the teams will be established referring to the average ELO rating of the three highest-rated players who make up the team.

In the case of equal average ELO rating of more teams, the teams will be ranked according to the Belgian Club number (the team having the lowest Belgian Club number will have the lowest ranking number in the initial ranking list) and, for teams belonging to the same club, according to the number of the team (for example, Club A Team 1 will have a lower ranking number in the initial ranking list than Club A Team 2.

The teams ranked first in the pairing list shall have the white pieces on the odd-numbered boards, the black pieces on the even-numbered boards.

 

·       Match Points (MP): Matches are scored by match points. A team that wins its game, or wins by forfeit, scores two points (2), a team that loses its game, or forfeits, scores no points (0), and a team who draws its game scores one point (1).

·       If a player plays a game sitting on a board not in accordance with the rules established in the paragraph “Team’s composition and initial ranking” written above, his/her game will be considered as forfeited.

·       Tie-Break System: 1) Game Points (GP); 2) Direct Encounter (Match Points); 3) Buchholz (Game Points); 4) Extended Sonneborn-Berger for Teams EMGSB (Calculated adding for each opponent (MP opponent x GP scored against that opponent)).

·       The FIDE Laws of Chess (01/01/2023) are in effect throughout the tournament. Article B.3 applies for the entire event.

·       Electronic devices

A player may, during his game, bring a mobile telephone or other electronic means of communication switched off into the playing venue at his own risk, but he may not carry it on himself. Possible examples are: in his coat (which hangs on the coat rack or on his chair) or in a (hand) bag, or placed next to the board. These devices may not be taken outside the playing venue by the player during the game.

If it is determined that a player is wearing such a device during his game, he loses the game and his opponent wins.

If it is determined that such a device is not switched off in the playing venue, the playing owner loses the game and his opponent wins.

If the device emits a sound, the playing owner loses the game and his opponent wins.

 

According to Article 12.8 of the Laws of Chess, unless authorised by the arbiter, it is forbidden for anybody (i.e. including players that have finished their games) to use a mobile phone or any kind of communication device in the playing venue or any contiguous area designated by the arbiter.

The captain and players of his/her team shall not stand behind the opposing team during play and shall not interfere with the games of other players. In case of communications between captain and players during the game an arbiter must always be present and be allowed to listen to the communications. The captain of the team which wins the game is expected to bring the signed sheet reporting the result of the game to the arbiter. In case of draw, the captain of the team mentioned first in the pairing list will bring the signed sheet reporting the result of the game to the arbiter.

·       There is a total smoking ban in the playing area.

·       Disputes are investigated and settled by the chief arbiter. In this tournament, players cannot appeal against the decisions of the chief arbiter

1st:             300 €

Category rating average <1800

1st: 100 €

2nd:            50 €

 

Best team with min. 2 female players:     50 €

 

For the purpose of attributing the category prizes, and only for this specific purpose, the average ELO rating of each team will be calculated considering the ELO rating of each player of the team, attributing to every 0-rated player a rating equal to 1399. A list of the teams ordered following this rule will be published at the beginning of the tournament and this list will be considered only for attributing the category prizes at the end of the tournament.

 

Each team can only receive 1 prize. The prize with the higher value will be awarded to that team. If  a team is eligible for 2 prizes with the same value, the prize of the higher category will be awarded to the team. Prizes are not shareable and will be awarded according to the final standing of the tournament (considering also the tie-breaks).

 

Teams composed of players of different clubs, which may exceptionally be admitted by the arbiter in case of last minute absences, are not eligible for any prize.

 

 

·       Participation to the tournament entails the total acceptance of the tournament rules and the information indicated hereby.
